Framework

Technology validation is part of the Australian water quality management guidelines. Morae than just a technical assessment process, WaterVal requires a framework to ensure there is a systematic approach to its implementation.

The core elements of the validation framework are:

  • Protocol development
  • Independent assessment
  • Technology certification
  • Database and information management

A fifth element, Framework Administration, provides integration and overall coordinated management to ensure all elements work together efficiently and effectively.

Protocol Development

The validation protocols are based on recent research and industry best practice. By bringing togethe researchers, water utilities, regulators and the private sector, a national consensus has been reached on consistent validation testing methods, processes and documentation of validation protocols.

Output

A set of endorsed, technology-specific validation criteria – the validation protocols.

Independent Assessment

Protocols are designed to be used by technology manufacturers or project proponents in validation testing. To ensure the continuing rigour of of the protocols, and the ongoing confidence of regulators and the users of validated technology, a process of independent assessment of these tests is proposed to ensure the protocols have been used as intended.

Output

A statement by an accredited independent expert that the validation report is consistent with the endorsed validation protocol.

Certification

Once independent assessment is finalised, the performance of the technology is able to be certified as meeting levels requirements specified in the validation protocols.

Output

A validation certification statement that is recognised by industries, utilities and regulators.

Database

A key component of streamlining and enhancing innovation and efficiency in water treatment is to develop a larger pool of shared knowledge and information on the performance of various technologies under a variety of conditions.

Output

A database of certified technologies with associated test results validation reports and certification statements.
